I HAVE the honour to transmit herewith for the information of His Majesty's Government printed copies of the following documents relating to the recent conference held in New York on the subject of the China consortium :-

1. Agenda of the Conference.

2. Minutes of the Conference.

3. The China Consortium Agreement.

4. Memorandum on the Minutes and Agreement, and Appendices.

It will be noted that all resolutions taken by the delegates, as recorded in the minutes. are subject to the approval of the Governments of the respective groups. I have the honour, therefore, to request that I may be informed whether these resolu- tions are approved by His Majesty's Government.

I have the honour also to fequest that, if the resolutions are approved, a communication may be addressed by His Majesty's Government to the Belgian Government, informing them that the inclusion of a Belgian group in the consortium will be welcomed in terms of resolution 5, and I venture to suggest that the attention of the Belgian Government should at the same time be drawn to the reported con- clusion, recently, of a loan agreement between a Belgian-Dutch syndicate and the Chinese Government, in respect to which it is desirable that the other groups should be informed whether it is the intention of the Belgian group to pool this contract for the benefit of the consortium.

It will then remain only for His Majesty's Government to acquaint the Chinese Government officially with the arrangements made by the consortium, and to request their consent thereto.

Printed copies of the pooled agreements will be furnished at an early date.

1. Call to order and election of chairman.

2. Appointment of secretaries.

3. Confirmation of the minutes of the Paris meetings of the 11th and 12th May, 1919, with the necessary amendment relating to the measure of Government support to be accorded to the groups, as follows: In introductory paragraph of agreement, delete the words and are entitled to the exclusive diplomatic support of their respective Governments.' and substitute the following

clause :-

"

And whereas their respective Governments have undertaken to give their complete support to their respective national groups, the parties hereto, in all operations undertaken pursuant to the agreement herein- after contained and have further undertaken that in the event of com- petition in the obtaining of any specific loan contract the collective support of the diplomatic representatives in Peking of the four Govern- ments will be assured to the parties hereto for the purpose of obtaining such contract,-").
